Abstract
The scaling property of the brain dynamics is studied based on the zero-crossing of the local electroencephalographic (EEG) recording taken from healthy young adults in eyes closed and eyes open. Evidence of coupling between the EEG fractal dynamics and the $\alpha$ rhythm is presented. An organization principle that governs this coupling relationship is proposed. In the $\alpha$ dominant brain state, a possible interpretation using the self-organized criticality similar to the punctuated equilibrium is discussed.
